This website has been put together to explain how the Licensing Act 2003 works from the perspective of the residents and businesses who live and work alongside licensed premises. The site has been compiled with the help of members of Open All Hours? a network of residents associations interested in licensing issues across England, and the technical support of the Institute of Alcohol Studies.

The Network of Residents Associations (NORA) was founded by a group of town centre residents associations in 2003 in response to widespread concern that the environment in which their members lived was being threatened. Planning, licensing, traffic management, car parking and community safety are all matters on which members seek help and advice.


Licensing Act Residents’ Network

The Licensing Act Residents Network (LAARN) is a national organisation created specifically to research and address residents' concerns regarding the provisions of the Licensing Act 200. It facilitates residents' groups throughout England and Wales in discussions with Pub Operators to agree fair and appropriate operation of pubs, paying due respect to residents and residential neighborhoods.
