This technical report accompanies the policy briefing A Healthier Future: A long-term vision to tackle alcohol harm in the UK. It provides a detailed account of the research process, data, and expert consensus that underpin the policy recommendations set out in the briefing.

Developed through a Delphi study involving more than 50 leading experts from across the UK, the report sets out:

  • The research methods and process used to build expert consensus on the vision, targets, and policies needed to reduce alcohol harm.
  • Detailed findings from three Delphi rounds exploring long-term goals, indicators of progress, and priority policy measures.
  • The rationale for the agreed national targets and the evidence base behind key recommendations.
  • An outline of barriers and facilitators to progress and a theory of change for achieving the shared vision.

The findings form the technical foundation for the policy briefing’s roadmap and recommendations, offering transparency around how expert consensus was reached. Together, the two documents present a unified long-term vision for a country where alcohol harm is rare and opportunities for good health exist for all.
